Using CKEditor 2.0.4 in DNN 7.0.4 and:
* I cannot insert anchors through "Link to anchors on the same page" option (I don't use English UI so the wording may be different) only through Webpage browser allowing to insert anchors by means of a relative page address plus #anchor number (name).
* the number of anchors in the drop-down as mentioned above is limited to 15 only.

By "I can't insert anchors through 'Link to anchors on the same option'" I mean that I can't insert them in the dialog you screened in "anchordialog.png" __even though I know there are__ anchors on the page I refer to (there's the same "No anchors available in the document" info as in your screenshot).
As to your other screener - PageTab.png - I can find the anchors as you show but their number to choose from the drop down dialog is limited only to 15 but, again, I know there are more than 15 of them on the page.
