Please consider following improvements of Link Manager:
a) Make "Portal Page" selector default, instead of URL
b) When entering Link Manager and Url IsNot empty and Url startswith "\" then try to search page in portal pages and make "Portal Page" selector default.

I tried it, but it doesn't work.
I installed the editor.
Went to existing html text.
Went to "Custom Editor Options" and then to "Editor Config"
Changed DefaultLinkType into localPage
Save + Close
Back to "Custom Editor Options"
DefaultLinkType has changed back to URL
