Reopened Issue: CKEditor go off in IE6 , 7, 8 With RTL Direction In page [4046]

When I open it in IE (6 , 7 , 8) some issues happens:
1. rounded corners on button are not there
2. (when Direction is RTL) I press a button that open a dialogue box (like insert picture etc) ,no dialogue box shows instead a long horizontal scroll apear
