Created Unassigned: No Editor for DNN Host [7659]

Using DNN 5.6.8 and CKEditor 2.00.08 Beta 1. The editor is not generated for the Host account. I've tried to Remove Portal Settings, Save Portal Settings, Remove Page Settings, Save Page Settings, etc. No luck.

The editor is displayed for the Administrator account and other non-admin accounts.

Firebug reports this error:

TypeError: dataFilter._ is undefined

Removing the oembed plugin from Editor Config causes the editor to function for the Host account.
